Market Rules

By using Piclo Flex, you agree to adhere to the below market rules.

Visibility and Use of Flex Member Data

You accept and acknowledge that your uploaded data will be disclosed to and used by certain other flex members (and in some cases made available on our publicly available websites) in accordance with the following rules (the “Visibility Rules”).

Flexible Service Provider Uploaded Data

Company Info

Will not be visible to other flexible service providers or the public
Will be visible to the relevant system operators

Basic Asset Info

Will not be visible to other flexible service providers or the public
Will be visible to the relevant system operators

Detailed Asset Info

Will not be visible to other flexible service providers or the public
Will be visible to system operators for any qualifying assets

Bid Details

Will be disclosed to the relevant system operators when flexible service providers bid into a competition and once the bidding window has been closed.
Will not be visible to other flexible service providers or the public, except in the competition results (see below) if the flexible service provider has bid into a competition

Competition Results

The “competition results” which contains details relating to bids into the competition. If a flexible service provider bids into a competition, information relating to such bids will appear in the competition results when published, including the flexible service provider’s company name
Competition results will be made visible to all flexible service providers and on the public parts of the flex platform, according to the rules set out in the framework agreement.

Availability Data, Settlement Meter Data and Invoice Data

Will not be visible to other flexible service providers or the public
Will be visible to system operators for any assets that are operational

System Operator Uploaded Data

Company Info

Will be made visible to all flexible service providers and on the public sections of the flex platform

Flexibility Needs

Will be made visible to all flexible service providers and on the public sections of the flex platform

Competition and Dynamic Purchasing System (DPS) Documentation

Will be made visible to all flexible service providers and on the public sections of the flex platform

Framework Agreement

Will be made visible to all flexible service providers and on the public sections of the flex platform

Competition Results

Will be made visible to all flexible service providers and on the public sections of the flex platform, according to the rules set out in the framework agreement.

Notification Signals and Instruction Signals

Will not be visible to the public
Will be made visible to flexible service providers with relevant assets
May be made visible to other system operators if expressly permitted by the system operator.

Definitions

Basic Asset Info: information about assets, including location, technology type, voltage level, asset status and capacity.

Bid Details: the pricing and availability information submitted by flexible service providers into a competition.

Company Info: information on the organisation added during the flex platform registration process or as and when required, including organisation contact details, company number and registered office.

Competition Results: contains details relating to bids into a competition.

Detailed Asset Info: information on assets which may include location, technology type, voltage level, asset status, connection status, capacity, maximum import capacity, maximum export capacity, technical response time, maximum run time, minimum run time, recovery time, point of metering, meter interval, meter ID, supplier and address.

DPS Documentation: any documentation published by the system operator to support the DPS, including the DPS selection criteria and framework agreement.

Flexibility Need: a need for flexibility identified by a system operator and characterised by a number of unique characteristics including flex area, service period or need type, and one or more service windows and service days.

Flex Member: any entity that has created an account as a user of the services, and will be either:

a system operator; or
a flexible service provider.

Framework Agreement: an agreement between a system operator and a flexible service provider for provision of flexibility to the system operator.

Market Rules: the rules relating to particular markets or competitions available on the flex platform, which can be accessed in the ‘Market Rules’ section of https://support.picloflex.com/ or any other web address that Piclo notifies to flex members as a replacement.

Visibility Rules: the meaning has been given in the section above on “Visibility and use of flex member data”.
