Pre-Qualification Questionnaire (PQQ)
Technical qualification is a process which requires Flexible Service Providers (FSPs) to supply further asset information, if they have assets registered on Piclo Flex which auto-qualify for competitions and intend to place bids with these assets. This additional information can then be assessed by the System Operator (SO).
The following instructions are for FSPs who are planning to participate in the upcoming Spring 2023 competitions and will be required to complete the pre-qualification questionnaire (PQQ) by the pre-qualification deadline, as stated by the relevant SO.

In order to complete the PQQ, please follow the guidelines listed below:
1. FSPs will firstly need to upload assets into Piclo Flex and complete the company qualification process.
2. Upon qualification of your company and if your assets meet the auto-qualification requirements for a given competition, Piclo will share the relevant PQQ file(s) with you via email. You will need to populate all of the required information into the PQQ spreadsheet. You will be asked to provide information such as:
- Company and contact information
- Asset information, e.g. connection agreement, response time and baseline methodology
If you have Planned Assets that have auto-qualified for a competition(s), you will also need to complete the Asset Delivery Plan document.
3. Once you’ve completed the PQQ files, you will need to click on the link within the PQQ-related email sent by Piclo. This will take you to the PQQ submission page within Piclo Flex. Please select ‘choose file’ and upload your PQQ files. Should you have any additional supporting documents, for example an Asset Delivery Plan, please follow the same process.
The PQQ file and Asset Delivery Plan document will not be automatically checked for missing or incorrect information. Please make sure you have provided all of the required information. You will not be able to download the file once it’s been uploaded.
If you want to make and submit any changes, you will need to make changes to the documents you originally submitted and upload them again, or submit new documents. Please ensure you have an up-to-date copy of any PQQ files, Asset Delivery Plans or supporting documents you wish to upload.
4. The SO will review the information provided by you and either approve or reject assets depending upon the outcome of their assessment. The SO will be in touch directly if they have any additional questions.
5. There will always be a dialogue between you and the SO if any amendments to the PQQ and/or Asset Delivery Plan are required. You will be required to re-upload the PQQ file and/or Asset Delivery Plan once the changes have been confirmed between both parties.
