SP Energy Networks Flexibility Services Market

Registration

To create an account, go to piclomax.com and select the ‘register’ button in the top navigation bar and complete the forms.

As part of this process, you can create a user login (email, password etc.) and a Flexibility Service Provider (FSP) organisation account by providing registered company information. If there are multiple companies, please use the parent company information provided on the form.

You will need to accept the user terms for yourself, and the service terms on behalf of the company. 

IMPORTANT: The company email address that you provide at registration will be the email address that receives the dispatch instructions so please make sure that any inbound emails are forwarded to the correct team by setting rules via your email host. Dispatch instructions will need to be accepted prior to the month of delivery. 

Company Qualification

Once you've registered on Piclo, the next step is to complete the company qualification. SP Energy Networks (SPEN) requires all participants to apply and submit a company qualification application by following the steps below:

  • From the Piclo dashboard home screen, Navigate to Manage > Applications > SP Energy Networks Flexibility Services Market
  • Click apply (top right) and complete the company qualification application. If you wish to finish completing the application at a later stage, please select 'save' and 'continue' at the bottom of each section. This will save any information provided so that you can come back to it at a later stage.
  • The SPEN Overarching Flexibility Services Agreement will need to be reviewed and signed before being submitted as part of the company qualification application. In addition to this document, you will also need to complete SPEN New Vendor Form. If the required documents are not provided, the application will be rejected. The required documents need to be uploaded in the final section of the application under 'Additional Documents' (See screenshot below).
  • Shortly after submission of the company qualification application, you will receive an email notifying you of the outcome of the application.
  • If the company qualification is approved, SPEN will countersign the Overarching Agreement and return it via email.
  • If the company qualification is rejected, there will be an opportunity to review and re-submit the application.

Asset Qualification

You can upload or change asset information at any time prior to bidding into competitions.

To upload new assets and or edit existing assets;

  1. Navigate to Manage > Assets and 'download the latest template' to add new assets or 'download existing assets' to change or remove existing assets in the platform. FSPs must ensure that their assets are compliant with the requirements outlined in the Service Terms.
  2. Fill in all the required data points (one row per asset) and/or edit any assets that require editing, and save the file as xlsx. MPAN IDs must be provided for all assets participating in SPEN competitions.
  3. If your company qualification is approved and assets are within the correct location, at the correct voltage and have the compatible capacity, the assets will be qualified to bid.
  4. SPEN will only accept operational assets to be registered and bid into this month-ahead flexibility services market. Please see the requirements document.

Bidding

  1. SPEN will run month-ahead competitions with bidding open from the 15th day of the month before delivery. Monthly profiles for delivery will vary month-on-month with the exact delivery periods defined in the service windows of the competition.
  2. Where the 15th falls on a weekend or bank holiday the bidding window will open the next working day.
  3. A full list of bidding windows will be published on the SPEN Flexibility Website.
  4. The bidding window will be open for one day only.
  5. Bidding will open between 08:30 and 16:30.
  6. SPEN will create competitions on the 1st of each month with a single service period and window across the month so FSPs will be required to provide a single price and capacity available for utilisation across the course of the month.
  7. To submit bids, navigate to Manage > Bids > Submit new bids and select the competition to bid into.
  8. To bid with specific assets click 'view or edit included assets'. Select the asset(s) you wish to bid with and scroll to the bottom and click confirm.
  9. Enter bid data and click ‘submit bids’ when happy. To enter bids with another asset(s), click ‘add another bid’ and repeat the process until you have submitted bids for all assets you wish to bid with.
  10. Once finished, click 'Finish bidding'.
  11. Alternative options for bid submission are via API or via the bulk bid submission file upload. Note that Bulk bid submission does not support advanced bidding features. If you want to use split bid or asset-specific bidding, please go to Submit new bids. 
  12. Bid Acceptance.
  13. Bids will be assessed and to ensure they meet the commercial tests and bid acceptance will happen on the 22nd of each month. Where the 22nd falls on a weekend or bank holiday the bids will be accepted on the next working day.
  14. If your bid is successful and is accepted, you will receive a contract award notification via email. 
  15. The award notification will provide details of the services and locations you have been awarded. 

Dispatch Instructions

  1. Notification of dispatch for the delivery month will be sent via email immediately after SPEN has confirmed bid decisions. This process will occur on the 22nd of each month.
  2. FSPs will need to accept instructions prior to the month of delivery. This can be done through the API or UI.
  3. FSPs will have 2 days to confirm receipt of Dispatch instructions following receipt of Dispatch Schedule. Dispatch instructions will be received as soon as SPEN has confirmed/accepted successful bids.
  4. On Piclo, navigate to Operations > Dispatch Schedule. Dispatch instructions awaiting a response are listed at the top of the page. For each dispatch instruction, Accept or Decline the dispatch instruction.
  5. Dispatch instructions that have been accepted or declined appear at the bottom of the page in chronological order.
  6. Each dispatch shows a reference obligation ID. This can be used to identify which assets are associated with a dispatch.
  7. Navigate to Manage > Contracts and download the contractual obligations. Locate the Dispatch ID to find the Piclo Contract ID and associated Asset IDs in the obligated assets tab.

Reporting Unavailability

  1. If a dispatch instruction has been accepted and you can no longer deliver as scheduled, unavailability must be reported through Piclo.
  2. Navigate to Manage > Contracts and click 'Report unavailability'. Enter the time and date between which you are unavailable and select a reason from the drop-down. All obligations you have between those dates and times will be listed.
  3. Select the obligation that you can no longer dispatch against and submit. Note: There will not be an update to the dispatch instruction list to reflect unavailability but SPEN will be notified.

Reporting Baseline Data

  1. A nominated baseline is used for SPEN month-ahead competitions. Upload nominated baseline data for all assets that you have submitted bids for prior to the dispatch event.
  2. From the Piclo dashboard home screen, Navigate to Settlement > Upload settlement data and download the latest template. Use the half-hourly forecast tab to upload baseline data.
  3. Fill out meter IDs for all assets that have bid with (you will be required to upload both import and export meter IDs if the asset has both) the date(s) for baseline. Fill out the normal expected delivery (nominated baseline) in kWh for each half-hourly period (HH) beginning at HH01 (00:00-00:30). Note: There are 50 half-hourly periods to account for daylight savings, please only fill out 48 unless it is the day of a clock change.

Reporting Settlement Data

  1. Once dispatch has occurred FSPs have 5 days to upload meter reading(s).
  2. Navigate to Settlement > Settlement Data Required for a summary of all meter data required. The baseline data should show as complete if baseline data was uploaded after bidding. Note: new rows appear on this table after dispatch instructions have been accepted not after bid submission.
  3. To upload dispatch meter data, use the half-hourly tab of the settlements template.
  4. Copy and paste the meter IDs from the Settlement Data Overview page and type the date of the scheduled dispatch.
  5. Fill in meter data in kWh for each of the half-hour periods the asset(s) was obligated to dispatch for on that date. Make sure to choose a direction option that corresponds to the Meter ID and row of energy values being entered:
  • Export: the energy values of this row represents energy exported to the network.
  • Import: the energy values of this row represents energy imported from the network.
  1. Repeat for all Meter ID’s and dates shown.
  2. Upload the file to the platform and navigate back to Settlement Data Overview, the Dispatch status should update to completed.

Monthly Settlement Report

  1. The month following dispatch, on the 11th working day, navigate to Settlement > Settlement Reports. Download the settlement report for the month that has just completed.
  2. If you disagree with the results, you have 5 working days to contact support@piclo.energy and dispute the results.
  3. If no disputes have been received from you or SPEN, the report will be finalised on the 16th working day of the month.

Invoice

After the 16th working day of the month, download the monthly invoice from the Invoice section.
